Reminder: If it's not identified in the rules, it may be classed as illegal. If in doubt, check with the Tech. Committee first.
The following rules are designed to establish certain minimum accepted requirements for, and the orderly management of, WILROC sanctioned events. They are intended to be followed by all racing teams (including owners, drivers and pit crew members) participating in WILROC racing events, but WILROC reserves the right to interpret, change or modify the rules at any time.
WILROC officials (including board members, committee members and race day officials) are empowered to make the necessary changes, modifications and interpretations of the rules at their sole discretion and their decision is final and cannot be challenged, except as outlined in the rules below. All participants in WILROC sanctioned events understand that racing is a dangerous sport. By participating, each person agrees to follow the WILROC rules, accepts the risk inherent in sprint car racing, accepts that the rules in no way guarantee the safety of any participant and agrees to release WILROC from any liability for injuries or damages.
Racing teams are solely responsible for the design, construction, fabrication and maintenance of their sprint cars and related equipment, as well as safety equipment (including seat belts, head and neck restraints, arm restraints, safety netting, helmets, racing suits and shoes) used in the sprint car or worn by the driver and pit crew members. WILROC rules must be followed, but it is the responsibility of all participants to ensure that their sprint car, driver and crew are safe.
WILROC is not responsible for any damage or injury to equipment or participants at any WILROC sanctioned event.
There is no express or implied warranty of safety from WILROC rules, Compliance therewith, or participation in WILROC sanctioned events. By participating, Each person accepts all risks attached to such participation and release the WILROC sprint car association, Its officers, Directors, Officials, Employees and agents from any and all liability, And indemnifies them jointly and severally from any legal action arising from any equipment damage or injury suffered by the participant at any WILROC sanctioned event.
WILROC Rules shall apply at all WILROC events as soon as you sign in at the back gate. Track officials and/or WILROC officials will be responsible for enforcement at all WILROC sanctioned events. At the discretion of WILROC officials in charge, any competitor may be disqualified for rule violations, hazardous equipment or unsafe actions. All race cars at a WILROC sanctioned event are subject to inspection at any time. Approval of a race car, at a WILROC sanctioned event, by WILROC official(s) shall mean only that the car is approved for participation in a competitive event and shall not be construed in any way to mean that the inspected race car is guaranteed mechanically sound.
The WILROC official(s) shall not be liable, nor shall WILROC, for any mechanical failure, and not for any losses or injuries resulting from same. Tech and safety inspections may occur at any time and are solely at the discretion of the Tech and Safety Committee members.
Absolutely NO alcoholic beverages will be consumed by drivers or their pit crew members prior to or while competing in any WILROC sanctioned event. Use, sale or distribution of illegal drugs at ANY TIME shall be cause for immediate, indefinite suspension.
All drivers must be at least 16 years of age (proof of age required), under 16 years of age must have a notarized waiver signed by Guardian and have a history of racing. This would be looked at in a case by case. All Drivers under 18 years of age must have a signed and notarized Parental Consent Form by parent or legal guardian and said document must be in the hands of the WILROC officials prior to participation in any event. (Note: The Sanctioning body may require a participant to undergo a physical examination before being able to compete in a WILROC sanctioned event).
Rules and meetings
General meetings are for open discussion. No voting will take place at a general meeting. Proposals can be made to the executive by an owner or driver of a registered car from the previous season. All proposals will be reviewed by the executive. Proposals are subject to clarification. Then returned to the member for approval.
Voting general issues
Voting meetings will be for voting members only. No new business will be discussed at a voting meeting until all voting has been completed. One vote per registered member.
Voting technical issues
One vote per registered car. (owner or driver only) Car registration is retroactive for one season. Car owner or driver must have competed with WILROC the previous year to be eligible to vote.
Safety
1. No car or driver shall be allowed to participate in any on track activity without passing WILROC safety inspection. Violation of this will result in immediate suspension and fine. Cars or drivers found to be in violation of any of these safety regulations will be parked.
2. All oil or grease leaks are to be cleaned up – including floor at all times. Dirty or greasy driver’s compartments or improper seals will lead to car being “parked”.
3. Ignition shutoff must be of a toggle type and mounted within easy reach of the driver. All switches to be clearly and permanently labelled “ON” and “OFF”.
4. Batteries must be securely mounted. Conventional batteries must be retained in case of a crash or rollover. On sealed batteries, the vent hose must be routed to the outside of the car. Batteries must be covered to prevent spillage and have a clearly identified master disconnect switch.
5. All cars must have a radiator catch can. An overflow tube may run into the header system a minimum of 3 feet from the final exhaust outlet.
6. No glass (except instruments) allowed. No mirrors allowed.
7. No refueling on the track. All refueling must be accomplished in the pit area unless otherwise designated. Driver must be out of the car when refueling. Fueling with the driver in the car will result in $100 fine and back-of-pack start. A second offence in the same season will result in the loss of points and monies for the night
8. Mandatory that all teams have a fully operable ABC type fire extinguisher (min. 5# capacity) in their pits visible at all times.
9. All drivers must wear fire resistant head sock, underwear, socks, gloves and uniform able to fit snugly around the neck, wrist and ankles. It is required that the uniform meet SFI 3.2/5 foundation specifications. Footwear must be fire resistant racing apparel. All safety equipment is to be clean and in good repair.
10. All participating drivers must wear safety helmets designed specifically for auto racing that meet or exceed the SA2010 Snell Foundation or SFI Foundation 31.1 Specifications and are labeled as such. Helmets will be subject to inspection at each event by the Technical and/or medical representative. Face shields required. Helmets must be replaced following any severe contact.
11. Head and Neck Restraint system and Arm Restraints are mandatory and must be worn in the manner of manufacturer's instructions, and must be secured at all times when on the track.
12. Knee guards on the car or driver worn knee pads required to protect from impact within cockpit.
13. No riding on race cars or trailers at anytime.
14. WILROC reserves the right to withhold any car from competition if it does not conform to safety regulations and official inspections.
Seat
1. Approved aluminum or composite construction full containment seat is mandatory. Containment seats must be securely mounted and padded with rigid high impact foam. Seats to be securely fastened with a minimum of three (3) 3/8" bolts and fender washers or four (4) 5/16" bolts and fender washers. Headrest to be securely mounted to the roll cage structure with a minimum of two (2) 5/16" bolts. All fasteners to be grade 8 quality minimum. Seat mounting to be approved by tech. / safety.
Composite seats must be mounted in accordance to manufacturer’s instructions for specific seat being used. Users of composite seats will be required to provide manufacturers mounting instruction to tech. / safety committee for approval of installation.
Seat belts and shoulder harness
1. The use of an approved seat belt is mandatory, and must be worn at all times when under power on the race track. Both the fastening design and condition of the belt are subject to the inspection of the Technical Committee. Life of the belts in use shall not exceed four (4) years and must be date stamped by the manufacturer. All belts must have a label showing that they meet SFI specification 16.1 or 16.5.
2. Five or six point (sub) belts connected to main belt quick release mechanism and securely attached to the chassis are mandatory.
3. Seat belts must be worn as tight as possible, and secured to the chassis in such a way to prevent movement.
4. Seat belts must be worn in such a manner that it passes around the pelvic area at a point below the anterior superior iliac spines. Under no condition may it be worn over the area of the intestines and abdomen.
5. Seat belts must come through the seat at the bottom of each side thereby wrapping and holding the pelvic area over the greatest possible area. At any point where the belt passes through the sides of the seat, the seat edges must be rolled and or have grommets to prevent chafing or cutting of the belt material.
6. The use of double over the shoulder straps is mandatory. Both the fastening design and condition of the straps are subject to the inspection of the Technical Committee. Life of the shoulder straps in use shall not exceed four (4) years and must be date stamped by the manufacturer. All straps must have a label showing they meet SFI specification 16.1. a. Shoulder straps must be attached directly to a strong structural member of the chassis close behind the driver’s head and neck. At points of attachment they should be four (4) to six (6) inches apart. They should be attached in a line approximately 90 degrees to the seat back and be approximately level with the top of the driver shoulders. They should not be more than two inches below the through hole in the seat back.
7. Shoulder straps must be secured behind the driver’s shoulders so that they are prevented from sliding sideways more than one (1) inch in either direction.
8. Two belts joining in a “Y” behind the neck to form one strap may not be used.
9. The shoulder harness should be worn as tight as possible.
Chassis
1. Must be an open cockpit open wheel sprint car or roadster design.
2. Roll cages are mandatory on all cars and must be constructed of seamless steel tubing with a Minimum O.D. of 1¼” and a minimum wall thickness of .095. This structure must be attached and secured to a strong component of the chassis structure and adequately braced fore and aft to secure it in an upright position. All roll cages must pass technical inspection. Roll bar cage must be a minimum of 2” higher than the driver’s helmet. (Halo Bar highly recommended). Any bars in close proximity of the driver’s helmet must be padded with high impact material conforming to SFI Foundation Specification 45.1.securely fastened to the bar. Driveline hoop and bar at bottom rear of seat required. (Highly recommended: Door bars on both sides of chassis positioned in such a way as to protect the driver in the event of a side impact).
3. A full firewall is required between the engine and driver’s compartment. It must be fully sealed to protect the driver from water, flame or metal fragments.
4. Wheelbase will be 85” minimum and 102” maximum.
5. The outside bulge of the right rear cannot exceed 44 1/2 inches from the centerline of the rear axle center section.
6. The outside bulge left rear wheel cannot be less than 32 1/2 inches from the centerline of the rear axle center section.
7. The outside bulge of the right front wheel cannot be more than 44 1/2 inches from the centerline of the chassis. Measured at centerline of axle.
8. Overall width will be limited to a maximum of 78”. Distance measured from outsides of opposite tires on a perpendicular plane.
NOTE: This wheel-offset rule does not apply to roadsters, however roadsters must meet the 78-inch width rule. No portion of car to extend outside tires. NOTE: 78” maximum includes tire sidewalls outside most point (Measured bulge to bulge)
9. Full floater stubs and axles allowed on passenger car type rear ends. Quick change type centre sections allowed. Open tube rear ends allowed.
10. No four-wheel drive, front wheel drive, rear-engine or “Oswego” type offset cars.
11. Cars must have complete body panels and be of professional appearance (Tech approved).
12. Hoods are required and must cover radiator, cap and engine compartment. Must be on car when it is on the racetrack, during practice and in competition. Cars may be pushed off without hood for fire up only, no hot laps without hood.
13. No bodywork may extend over any portion of the front or rear tires, measured vertically from the rear tires outside edge in a straight line forward. Bodies must not exceed more than 2” outside frame rails and floor must extend to it. Bodies must be sprint car or roadster type and be securely fastened. Bodies may extend a maximum of 36” forward of the front axle centerline.
14. Belly pans or floorboards must extend from frame rail to frame rail and from firewall to at least front of seat (or as approved by safety official).
15. Cars must have an under pan under the cockpit area and vertical panels to effectively seal the cockpit area from the engine compartment.
16. All cars must be equipped with front and rear bumper and side nerf bars at the start of the race. Front bumper must be tubular, min .060 maximum 1.25 wall thickness 1 inch tube with 2 mounting points. (No flat bar or bladed bar). Bumper must extend a minimum of 6” ahead of the front tires and 6” behind the rear tires. Bumpers must not be more than 4” wider than the frame. Torque arms must have safety cable on front pick up point.
17. All cars must be equipped with side nerf bars which cannot extend beyond the outside edge of the tires. Nerf bars must also extend to the fullest length possible between the front and rear tires. Nerf bars must be constructed of a minimum .060 steel tubing and a maximum of .125 steel tubing. No ballast allowed in nerf bars. Any filler panels within the nerf bar must be a maximum .032 aluminium and securely bolted to the nerf bar.
18. No titanium parts anywhere.
19. No carbon fiber parts anywhere on car except for, Carbon fiber seats, head and neck restraints and helmets are allowed.
20. Minimum weight: 1625 pounds (including driver) Gas powered engine car. 1650 pounds (including driver) methanol powered engine car. Cars may be weighed at any time during race event. Any cars can be weighed after Main Event (No Fuel added).
21. Engine height minimum-7” center of crankshaft to bottom of frame rails, measured at motor plate.
22. Engine to be mounted upright in chassis and be located within the frame rails.
23. All weight ballast to be painted white and indicate car number. Each weight or ballast must be securely bolted with a minimum of two ½ bolts between the frame rails (Tech approved)
24. Driveshaft and torque arm: All revolving parts inside the cockpit must be shielded by a suitable guard (fully enclosed – Tech approved). Buckley joint must be shielded in such a manner to protect the driver from errant parts and fluids.
25. Torque tube must be bolted directly to rear end Maximum 1 U Joint in drive shaft.
26. No car to have pitman arm or drag link inside of roll cage.
27. No coolers can be attached to roll cage.
Suspension
1. No driver adjustable or external adjustable shocks or gas shocks, weight jackers, traction control systems allowed.
2. No independent suspension allowed front or rear. No sway bars allowed front or rear. Torsion bars / coil overs/ spring perches Allowed.
Brakes
1. All cars must be equipped with a hydraulic foot operated braking system capable of stopping the race car in a safe manner.
2. If at any time during competition it becomes evident that a car is without brakes, the necessary repairs must be completed before the car can continue.
3. Master cylinders not fixed to the frame must have flexible lines. Copper tubing is not allowed anywhere in the braking system.
Fuel and fuel system
1. Pump gasoline only octane boosters allowed for Rochester Carb engine , M100 methanol only for XP-4412 Carb engine.
2. Fuel cells must be securely mounted behind driver and well protected.
3. Bottom of fuel cell must be above frame rail.
4. Fuel cells must be an approved racing type. (Sprint Car type Fuel Cell Highly recommended).
5. Sprint car fuel cell must be centered in rear of chassis.
6. Plastic fuel tank may be used and must be enclosed in 20 gauge steel minimum with the filler ring grounded to the can or chassis, and must be covered by a Sprint Car type shell. Drainage holes in can mandatory.
7. Gas caps must be approved racing type.
8. No plastic fuel lines; must be reinforced high pressure racing fuel hose. NO BRASS FITTINGS Steel and Aluminum only. JIC to JIC or AN to AN fittings only.
9. Fuel tank must be vented in a manner with an approved anti spill roll over valve that it will not leak if upset.
10. Main fuel line must have ¼ turn shutoff valve between the tank and fuel filter.
11. Fuel shutoff must be clearly marked as to ON and OFF positions. It is mandatory that the valve be visibly accessible from outside the car.
12. No plastic or glass fuel filters.
13. No spring type clamps on fuel lines.
14. All electric fuel pumps must use oil pressure activated switch.
15. Recommended: Fuel cans labeled and colored RED / water cans labeled and colored BLUE.
Electronics
1. No transmitting devices allowed in car on race day including practice, WILROC approved raceceivers/transponders are mandatory.
2. No electronic monitoring computer devices capable of storing or transmitting information allowed (except tachometer).
3. Go pro and other sports related cameras will be permitted at the discretion of WILROC officials.
Steering
1. Steering mechanism must be engineered and assembled in accordance with sound engineering principles.
2. All highly stressed steering components must be made from SAE 4130 steel or an alloy, specific by the manufacturer, of the component as equivalent in necessary strength for its intended use.
3. Rack and pinion steering permitted.
4. Steering wheel to be a metal “quick release” design.
Throttle
1. Throttle toe straps and a return spring are mandatory. In addition, a minimum of 2 return springs must be connected to different locations on the butterfly shaft. (3 springs in total)
2. The throttle pedal must have a wide open stop.
Tires
1. Hoosier 2045 (right rear); Hoosier 2030 (right front); Hoosier M30 (left rear); and Hoosier 2010 (left front).
2. Each car competing for the first time in the season is allowed 4 new tires. Each race night following, cars will be allowed 1 new tire per night. Right Rear must be run for two consecutive nights. Note - after Heat Race(s) are completed the Race Night is considered complete for Right Rear Tire.
3. The tires used in qualifying must be used in all races for the balance of the night. Alternate RR may be used for trophy dash only. All but the exception of the left front tire will be branded after qualifying at every WILROC sanctioned event.
4. If a tire RF LF LR becomes punctured or cut a WILROC official must be notified to come and inspect the tire before it is removed from the car, and if deemed to be unsafe by WILROC Tech. A used tire that has been previously branded may be used in its place only after a WILROC Tech or Official has approved the tire. 5. If a previously marked tire is placed on a car the driver will hold his qualifying position and receive all points (passing and finishing position)
6. If a previously marked tire is placed on a car to replace a damaged tire a new tire is allowed to be put on a car for the next race event (see rule 12. Definition of a damaged tire).
7. If a New Right Rear Tire is cut or damaged anytime (can only be replaced by an already (2) branded Right Rear Tire) not a New Tire. You may replace this Tire at the next event with a New Tire. If a New Right Rear Tire is cut or damaged in the Main Event (can only be replaced by an already (2) branded Right Rear Tire (not a New Tire)). This Tire can be replaced with a new Tire at the next event. All Cut or Damaged Tires must be approved for replacement by a WILROC Official.
8. If you choose to use a new tire you will be required to start at the back of the pack and no passing points will be given, an additional 10 point deduction will also be given after the main event.
9. If a team is caught attempting to circumvent these tire rules all monies, Points and awards earned on that race night to be forfeited.
10. All tire issues at the track should be brought up with WILROC officials. Not other teams. 11. NO Tire Softner allowed.
Wheels
1. Steel, aluminum (alloy) allowed. Bead locks permitted.
2. Wheel weights must be stick on only and be securely attached.
3. Any car using a lug nut type right front hub must use all six lug nuts. A 360 degree pressure plate of either 1/8” steel or 3/16”, aluminum or harden washers between the lug nuts and the wheel face is recommended.
Engines
Unless specifically identified in these rules all parts must be automotive OEM Stock or OEM replacement for engine being run. Marine parts are not acceptable replacements for automotive OEM stock.

2. All engines cannot exceed 11.0 to 1 compression.
3. Engine may have stock OEM or aftermarket replacement crankshaft, minimum weight 50 lbs. Stock stroke must be maintained. No strokers or light weight cranks allowed. Stock OEM or aftermarket replacement rods are allowed as long as OEM rod length is maintained. No light weight after market rods allowed. Balancing of rotating assemblies allowed. No removal of serial numbers or manufactures emblems.
4. Cylinder heads must be bone stock cast iron O.E.M. production heads. Intake ports, exhaust ports, and combustion chambers must be factory as cast. There must be NO chisel, grinding, sandblasting or shot peening marks in the cylinder heads anywhere. This means NO de-burring, porting, polishing, chemical treatment (acid etc.), cast slag removal, matching of ports or anything else that alters the head from factory rough stock. NO external sanding, grinding or removal of I.D.numbers or symbols. Machining for screw in studs and guide plates are allowed. Opening of push rod slots in cylinder heads is allowed. Steam relief holes may be drilled to a larger size.
ANY and ALL cylinder heads may NOT have a combustion chamber volume of less than 58 cc. NO TOLERANCE.
Maximum Compression Ratio on all engines to be 11.0 to 1 NO TOLERANCE
(NO REVERSE DOME PISTONS ALLOWED, NO ANGLE MILLING ALLOWED. NO VORTEC G.M. HEADS ALLOWED)
5. World Product heads may be used Serial #043600 or 043610 Chev or #053030 Ford.
6. RHS heads may be used Serial #12400 and #12402
7. Dart heads may be used (Chevy) Serial # 10024361 and #10024360 (Ford) Serial #13300010 and #13300080
8. No aftermarket heads available for Chrysler.
9. Multi angle valve job permitted. New valve seats are allowed. No grinding or blending of bowl into bottom cut of valve job.
10. No titanium or hollow stem valves.
11. Maximum valve sizes are as follows
A. Stock production and World heads #043600 and #043610 heads G.M. 1.94” intake 1.60” exhaust
B. RHS heads #12400 and #12402 G.M. 1.94” intake 1.50” exhaust
C. Dart heads #10024361 and #10024360 1.94” intake 1.50” exhaust
D. Ford 2.04” intake 1.66” exhaust
E. Chrysler 2.02” intake 1.60” exhaust
12. Stock diameter replacement valve springs and retainers only. Hardened keepers allowed.
13. Any flat tappet hydraulic cam and fully functional hydraulic lifter allowed. Lifter diameter must match OEM diameter for engine being run. Anti-pump up lifters allowed. No solid cam and solid lifters allowed. No roller cams, lifters, allowed. Rocker must be stock ratio for engine being run. A maximum tolerance of .090 will be acceptable as measured by WILROC. Roller rockers or rockers with slots lengthened will be allowed. Stud mounted rockers only. Absolutely no tolerance consideration will be given beyond the dimensional ratios on WILROC's checking devices. Have them checked if in doubt prior to sanctioned events.

14. No belt or gear drives allowed.
15. Oil pans may be modified. Wet sump only.
16. Rochester Two Barrel Carburetor for gas engine. A maximum 1 11/16 throttle bore and 1 3/8 venturi. A go no go gauge will be used during tech. A Spacer/Adapter plate is allowed. Maximum distance from top of intake to bottom of carburetor cannot exceed 1 inch at time of technical inspection. Quick Fuel XP-4412 Carburetor for Methanol engine. (No modifications to interior or exterior billet, only modifications allowed are to the adaptor plate mounting holes to fit properly). The Spacer/Adaptor plate to be used with the XP-4412 Carburetor is Trans Dapt 2039, no other type of spacer/adaptor plate will be allowed. Maximum distance from top of intake to bottom of Carburetor cannot exceed 1 inch including gaskets at time of Technical Inspection.
17. 2-barrel stock OEM cast iron intake manifold. No internal modifications allowed including machining, porting, polishing, grinding or acid etching.
18. No 180 degree headers, no merge collectors, or Tri Y headers allowed. Mufflers required to meet 95 DBA at 100 feet. Must meet local track requirements as directed. Being over the sound limit may result in a penalty, fine or disqualification.
19. HEI Distributors or Magneto allowed. No MSD Mag or crank triggers or traction controlled devises allowed.
20. Bow Tie (G.M.), S.V.O. (Ford), Mopar (Chrysler) etc. performance racing parts are not allowed.
Running Rules
Track Rules supersede WILROC Rules
Sportsmanship
Sprint car racing is a very emotional sport. As such, good sportsmanship is the key element of any competitive racing program. This must include respect for all participants-drivers, owners, pit crews, and officials. For our part we will make every effort to be consistent with our rules regardless of whom or what is involved. We will treat all participants with respect and expect similar treatment in return. A racer’s pit area is his castle-therefore please stay out of other racer’s pit areas, especially after an incident when you have been involved with that racer. Drivers remember that you are responsible for the actions of your crew. Any offending parties will be fined appropriately and disciplinary actions will be initiated as deemed necessary.
1. All drivers must have a current rule book in their possession at every race event.
2. All drivers must attend the speedway and WILROC drivers meeting. Subject to fine and points loss if meeting is unattended by you or designated person.
3. WILROC has a zero tolerance policy towards rough driving, e.g. hitting, bumping, sliding into other cars.
4. The #1 will be reserved for the car of the previous year’s point’s champion.
5. A rookie is a driver who has not driven a WILROC race car previously. Rookie drivers will be examined by WILROC officials and must receive their approval prior to being able to compete.
6. WILROC rookies must start at the rear of all points paying races for a minimum of three race events. WILROC officials will determine after this probation period if a driver is ready to start in their qualified position. Drivers with extensive experience in other series may apply to WILROC for exemption from this probation rule.
7. No passing during the hot laps before a race, give a safe distance between cars. (Subject to fine)
8. No scrubbing tires after one lap to green has been shown. (Subject to fine)
9. Races cannot end on a yellow. We must have two green laps to end the race. We do not race to the yellow. When the yellow is displayed, slow down in a safe manner and line up single file (no passing).
10. If you require a push truck, you will be required to go to the back of the pack (whether you caused the yellow or not).
11. The restart line-up shall be in accord with the car positions as of the completion of the last completed green lap. Cars requiring a push truck shall start at the back of field.
12. On a red flag, all cars stop in a safe manner, then line up in an area designated by the race director. Then two crew members may attend to his car (this must include quad), no air tanks, and no tools other than a flashlight. No adjustments can be made to a car under a red flag.
13. All drivers must stay with car when under yellow or red flags unless otherwise told by officials (subject to fine)
14. Cars requiring any repairs must report to pit area.
15. Car(s) not taking the first green flag may enter the event at a later time during a yellow or red flag period. Cars entering the event in this manner will be ranked in finishing order on the basis of the number of laps completed
16. Visiting cars wishing to race (cars that belong to a different sprint car assoc. From off the island) will be at the discretion of the WILROC officials if they will be able to participate in the event. Cars not WILROC legal must inform WILROC officials prior to entering the track. Cars must meet WILROC safety standards.
17. Any car requiring a push truck more than once after initial start will be parked for the race and receive finishing points. If it is a safety concern stop at flag stand. (This will not be considered a push off).
Penalties
1. Technical violations will result in all monies, Points and awards earned on that race night to be forfeited.
2. Verbal abuse to any WILROC official $100.00.
3. Assault to any WILROC official or Track Owner/Promoter automatic suspension.
4. Fighting results in a 1-year suspension.
5. Rowdiness in pit area $100.00
6. Speeding in pits (after warning) cars and quads first offence $50.00 second offence $100.00.
7. At any time during a race no crew or driver will be allowed to approach lap recorders. Fine $50.00
8. All fines will be withheld from owner’s payout. Should the fines exceed the payout, they must be paid in full before offender will be permitted to participate in a WILROC event
9. If a car is found illegal, the car may lose all points for the year and will forfeit all monies earned on the night of the infraction. Severity of the penalties will be determined by the WILROC officials.
10. Any competitor that refuses tech will be fined $1000 and that car will be banned for three races. The car will not be allowed to compete with WILROC until it has successfully passed tech and deemed legal and all fines paid in full.
11. Any violation of the running rules are subject to fines after warning, first offence $50.00 second offence $100.00.
Protests
1. All protests must be submitted in writing to a WILROC Official within 60 minutes after the end of the last car teched is completed and will only be accepted from a registered owner. Any engine protest must accompany $300.00 cash. If engine protest is found legal the monies will be given to owner of protested car.
2. All other protests must be accompanied by $100.00 cash.
3. If a protest is successful the protester will be refunded his money.
4. It is the responsibility of each race team to have in their possession a current set of WILROC rules. If a dispute or protest of the rules is submitted and if that team does not have a current set of rules in hand at the time of protest that protest will be disallowed.
Appeal procedure
1. A participant desiring an appeal hearing of action taken by WILROC must submit a written request to the Secretary of WILROC for an appeal hearing accompanied by written reasons why an appeal should be heard, no later than five days after the date of suspension or fine.
2. A non-refundable fee of $100.00 cash, must accompany the request for an appeal hearing.
3. An appeal panel made up of WILROC officials, executive and Tech. officials will be struck and a decision reached within 14 days of the appeal.
Qualifying
1. Qualifying must occur at your designated slot determined by a draw. Failure to do so will result in qualifying last for 1 timed lap only.
2. The driver who qualifies the car must drive for the balance of the event to be eligible for points with the following exception: if a driver is unavailable to time in the car, he can make arrangements to have a relief driver time in his car and race it until he arrives at the track. Upon his arrival, he must inform the WILROC race director. It is alsomandatory that the timing/announcers booth be notified prior to the event. (Points will go to owner with only one driver substitution per season.)
3. Each driver may qualify only one car. No driver shall be permitted to change cars after qualifying.
Exception #1 drivers may attempt to qualify a back-up car (one lap at the end of qualifying) if their primary car is damaged beyond repair during qualifying. If a qualifying attempt is not possible due to time constraints they may start their assigned heat race at the back.
Clarification: what constitutes a “car” Any component may be changed or repaired during an event except the driver’s compartment part of roll cage.
4. Car number may not be changed once the car is qualified.
5. Untimed cars must start at the rear of the field in heats and main events, and will not receive any position gained points.
7. Any car qualifying one second slower than the second fast qualifier will start at the back of the pack of main and heat in ascending order.
Inspection
1. Tech inspection will be done at a designated area. Car owner driver and WILROC officials are only allowed in the tech area. If required two crew members may be present.
2. Any car may be ordered to undergo inspection at the discretion of the WILROC officials. If the car is found to be illegal, it will result in loss of total points, monies and awards earned on the day of the infraction. Cars will move up in positions for the event. Further penalties may also be applied as deemed appropriate by the WILROC officials. WILROC reserves the right to take all points from the competitor for the year, depending on the severity of the infraction. In case of losing all points for the year cars will move up in final standings and retain points. Any cost incurred during inspection will be the responsibility of the car owner.
3. It is mandatory to have one cylinder head bolt, and one intake bolt drilled to accept an engine seal with a minimum of a 1/16 diameter hole in each. If an engine tear down is to be done the engine will be sealed at the track by a WILROC official. A time, date and place will be determined for the engine to be torn down. A minimum of two WILROC officials will be present for tear down. Car owner, and a maximum of 2 crew members may be present for the tear down.
4. Motors may be sealed by WILROC officials. A motor that has been sealed may not be protested against, and will not be subject to a tear down. If a sealed motor needs to have its seals removed for any reason it will be done only by the WILROC officials. If a sealed motor has had its seals removed without notifying WILROC officials, that competitor will lose all points for the season, and will be fined $1000.00. The car will not be allowed to run with WILROC until all fines are paid in full. Motors that have had seals removed must go back through WILROC officials in order to have a seal replaced.
Flag signals
All drivers shall be responsible for being aware of flags as represented by officials during the racing event. The starter shall use flag signals according to the following code
Green flag: indicates the start of an event. Any car taking the first green will be considered officially started and will be scored accordingly.
a. One Lap to Green the starter will hold up one finger to indicate the green flag will be displayed on the next lap. The green flag will always come out after the one lap signal. No scrubbing tires after one lap to green has been shown. If the start is not to the satisfaction of the Starter the yellow will be displayed immediately. If there are two false starts the starter or race director may send one or both of the front cars to the back.
Yellow flag: means caution. There will be NO racing to the yellow flag. Cars will maintain position and will not pass. The driver of the lead car will hold the pace the starter wants, and the rest of the field will line up according to the race directors direction. Passing under the yellow flag is permitted only after instructions have been received from the race director.
Red flag: means stop. Drivers will bring their cars to a safe, controlled stop as soon as possible. Cars will then be pushed to a staging area and prepared to continue the event.
Black flag with yellow diamond: mechanical problems pit immediately for repairs.
Black flag rolled up: is a warning
Black flag: means pull off the racecourse into the pits using due caution immediately. Car will not receive any points for the race in which it was blacked flagged.
Blue/Yellow flag: This is the passing flag for cars to be lapped. Cars being passed should hold their line. If, in the judgment of WILROC officials, a driver is not complying with this flag, that driver may be black flagged or otherwise penalized by WILROC.
White flag: The leader is commencing his last lap.
Checkered flag: Indicates the end of the event.
Points
1. Points will be awarded as per the published schedule. Any amendments will be preceded by a WILROC notification prior to the event.
2. 50 Appearance points will be awarded to all cars in the pits once the first set of hot laps has been completed. Qualifying points will be awarded once “all” qualifying has completed. Points for heat races will be awarded after “all” heat races have been completed. If the main event is cancelled due to weather or other unforeseen circumstances out of WILROC control, the race will be considered complete if over 50% of the a-main competitive laps have been run.
3. Any car that chooses to start at the back of a race will not receive positioned gained points until they get up to their original position.
4. All points will be awarded to the registered car owner.
5. Substitute drivers are allowed providing they are a member of WILROC. All points go to car owner.

Points Funds Rule
In the event that there is a year end points fund you must complete the following to be eligible.
- Must attend 60% of the scheduled races at each island race track.
- Must enter your car in one community event and must be accompanied by a picture for proof via email or text message to your Secretary/Treasurer. No social media posts will be accepted from Oct 1st - Sept 30th of the following year.
- Events that will keep you in contention consist of but not limited to the following : Car Shows, Parades, Sponsors Business's or anything to support or advertise the racing community.

The following rules are designed to establish certain minimum accepted requirements for, and the orderly management of, WILROC sanctioned events. They are intended to be followed by all racing teams (including owners, drivers and pit crew members) participating in WILROC racing events, but WILROC reserves the right to interpret, change or modify the rules at any time.
WILROC officials (including board members, committee members and race day officials) are empowered to make the necessary changes, modifications and interpretations of the rules at their sole discretion and their decision is final and cannot be challenged, except as outlined in the rules below. All participants in WILROC sanctioned events understand that racing is a dangerous sport. By participating, each person agrees to follow the WILROC rules, accepts the risk inherent in sprint car racing, accepts that the rules in no way guarantee the safety of any participant and agrees to release WILROC from any liability for injuries or damages.
Racing teams are solely responsible for the design, construction, fabrication and maintenance of their sprint cars and related equipment, as well as safety equipment (including seat belts, head and neck restraints, arm restraints, safety netting, helmets, racing suits and shoes) used in the sprint car or worn by the driver and pit crew members. WILROC rules must be followed, but it is the responsibility of all participants to ensure that their sprint car, driver and crew are safe.
WILROC is not responsible for any damage or injury to equipment or participants at any WILROC sanctioned event.
There is no express or implied warranty of safety from WILROC rules, Compliance therewith, or participation in WILROC sanctioned events. By participating, Each person accepts all risks attached to such participation and release the WILROC sprint car association, Its officers, Directors, Officials, Employees and agents from any and all liability, And indemnifies them jointly and severally from any legal action arising from any equipment damage or injury suffered by the participant at any WILROC sanctioned event.
WILROC Rules shall apply at all WILROC events as soon as you sign in at the back gate. Track officials and/or WILROC officials will be responsible for enforcement at all WILROC sanctioned events. At the discretion of WILROC officials in charge, any competitor may be disqualified for rule violations, hazardous equipment or unsafe actions. All race cars at a WILROC sanctioned event are subject to inspection at any time. Approval of a race car, at a WILROC sanctioned event, by WILROC official(s) shall mean only that the car is approved for participation in a competitive event and shall not be construed in any way to mean that the inspected race car is guaranteed mechanically sound.
The WILROC official(s) shall not be liable, nor shall WILROC, for any mechanical failure, and not for any losses or injuries resulting from same. Tech and safety inspections may occur at any time and are solely at the discretion of the Tech and Safety Committee members.
Absolutely NO alcoholic beverages will be consumed by drivers or their pit crew members prior to or while competing in any WILROC sanctioned event. Use, sale or distribution of illegal drugs at ANY TIME shall be cause for immediate, indefinite suspension.
All drivers must be at least 16 years of age (proof of age required), under 16 years of age must have a notarized waiver signed by Guardian and have a history of racing. This would be looked at in a case by case. All Drivers under 18 years of age must have a signed and notarized Parental Consent Form by parent or legal guardian and said document must be in the hands of the WILROC officials prior to participation in any event. (Note: The Sanctioning body may require a participant to undergo a physical examination before being able to compete in a WILROC sanctioned event).
Rules and meetings
General meetings are for open discussion. No voting will take place at a general meeting. Proposals can be made to the executive by an owner or driver of a registered car from the previous season. All proposals will be reviewed by the executive. Proposals are subject to clarification. Then returned to the member for approval.
Voting general issues
Voting meetings will be for voting members only. No new business will be discussed at a voting meeting until all voting has been completed. One vote per registered member.
Voting technical issues
One vote per registered car. (owner or driver only) Car registration is retroactive for one season. Car owner or driver must have competed with WILROC the previous year to be eligible to vote.
Safety
1. No car or driver shall be allowed to participate in any on track activity without passing WILROC safety inspection. Violation of this will result in immediate suspension and fine. Cars or drivers found to be in violation of any of these safety regulations will be parked.
2. All oil or grease leaks are to be cleaned up – including floor at all times. Dirty or greasy driver’s compartments or improper seals will lead to car being “parked”.
3. Ignition shutoff must be of a toggle type and mounted within easy reach of the driver. All switches to be clearly and permanently labelled “ON” and “OFF”.
4. Batteries must be securely mounted. Conventional batteries must be retained in case of a crash or rollover. On sealed batteries, the vent hose must be routed to the outside of the car. Batteries must be covered to prevent spillage and have a clearly identified master disconnect switch.
5. All cars must have a radiator catch can. An overflow tube may run into the header system a minimum of 3 feet from the final exhaust outlet.
6. No glass (except instruments) allowed. No mirrors allowed.
7. No refueling on the track. All refueling must be accomplished in the pit area unless otherwise designated. Driver must be out of the car when refueling. Fueling with the driver in the car will result in $100 fine and back-of-pack start. A second offence in the same season will result in the loss of points and monies for the night
8. Mandatory that all teams have a fully operable ABC type fire extinguisher (min. 5# capacity) in their pits visible at all times.
9. All drivers must wear fire resistant head sock, underwear, socks, gloves and uniform able to fit snugly around the neck, wrist and ankles. It is required that the uniform meet SFI 3.2/5 foundation specifications. Footwear must be fire resistant racing apparel. All safety equipment is to be clean and in good repair.
10. All participating drivers must wear safety helmets designed specifically for auto racing that meet or exceed the SA2010 Snell Foundation or SFI Foundation 31.1 Specifications and are labeled as such. Helmets will be subject to inspection at each event by the Technical and/or medical representative. Face shields required. Helmets must be replaced following any severe contact.
11. Head and Neck Restraint system and Arm Restraints are mandatory and must be worn in the manner of manufacturer's instructions, and must be secured at all times when on the track.
12. Knee guards on the car or driver worn knee pads required to protect from impact within cockpit.
13. No riding on race cars or trailers at anytime.
14. WILROC reserves the right to withhold any car from competition if it does not conform to safety regulations and official inspections.
Seat
1. Approved aluminum or composite construction full containment seat is mandatory. Containment seats must be securely mounted and padded with rigid high impact foam. Seats to be securely fastened with a minimum of three (3) 3/8" bolts and fender washers or four (4) 5/16" bolts and fender washers. Headrest to be securely mounted to the roll cage structure with a minimum of two (2) 5/16" bolts. All fasteners to be grade 8 quality minimum. Seat mounting to be approved by tech. / safety.
Composite seats must be mounted in accordance to manufacturer’s instructions for specific seat being used. Users of composite seats will be required to provide manufacturers mounting instruction to tech. / safety committee for approval of installation.
Seat belts and shoulder harness
1. The use of an approved seat belt is mandatory, and must be worn at all times when under power on the race track. Both the fastening design and condition of the belt are subject to the inspection of the Technical Committee. Life of the belts in use shall not exceed four (4) years and must be date stamped by the manufacturer. All belts must have a label showing that they meet SFI specification 16.1 or 16.5.
2. Five or six point (sub) belts connected to main belt quick release mechanism and securely attached to the chassis are mandatory.
3. Seat belts must be worn as tight as possible, and secured to the chassis in such a way to prevent movement.
4. Seat belts must be worn in such a manner that it passes around the pelvic area at a point below the anterior superior iliac spines. Under no condition may it be worn over the area of the intestines and abdomen.
5. Seat belts must come through the seat at the bottom of each side thereby wrapping and holding the pelvic area over the greatest possible area. At any point where the belt passes through the sides of the seat, the seat edges must be rolled and or have grommets to prevent chafing or cutting of the belt material.
6. The use of double over the shoulder straps is mandatory. Both the fastening design and condition of the straps are subject to the inspection of the Technical Committee. Life of the shoulder straps in use shall not exceed four (4) years and must be date stamped by the manufacturer. All straps must have a label showing they meet SFI specification 16.1. a. Shoulder straps must be attached directly to a strong structural member of the chassis close behind the driver’s head and neck. At points of attachment they should be four (4) to six (6) inches apart. They should be attached in a line approximately 90 degrees to the seat back and be approximately level with the top of the driver shoulders. They should not be more than two inches below the through hole in the seat back.
7. Shoulder straps must be secured behind the driver’s shoulders so that they are prevented from sliding sideways more than one (1) inch in either direction.
8. Two belts joining in a “Y” behind the neck to form one strap may not be used.
9. The shoulder harness should be worn as tight as possible.
Chassis
1. Must be an open cockpit open wheel sprint car or roadster design.
2. Roll cages are mandatory on all cars and must be constructed of seamless steel tubing with a Minimum O.D. of 1¼” and a minimum wall thickness of .095. This structure must be attached and secured to a strong component of the chassis structure and adequately braced fore and aft to secure it in an upright position. All roll cages must pass technical inspection. Roll bar cage must be a minimum of 2” higher than the driver’s helmet. (Halo Bar highly recommended). Any bars in close proximity of the driver’s helmet must be padded with high impact material conforming to SFI Foundation Specification 45.1.securely fastened to the bar. Driveline hoop and bar at bottom rear of seat required. (Highly recommended: Door bars on both sides of chassis positioned in such a way as to protect the driver in the event of a side impact).
3. A full firewall is required between the engine and driver’s compartment. It must be fully sealed to protect the driver from water, flame or metal fragments.
4. Wheelbase will be 85” minimum and 102” maximum.
5. The outside bulge of the right rear cannot exceed 44 1/2 inches from the centerline of the rear axle center section.
6. The outside bulge left rear wheel cannot be less than 32 1/2 inches from the centerline of the rear axle center section.
7. The outside bulge of the right front wheel cannot be more than 44 1/2 inches from the centerline of the chassis. Measured at centerline of axle.
8. Overall width will be limited to a maximum of 78”. Distance measured from outsides of opposite tires on a perpendicular plane.
NOTE: This wheel-offset rule does not apply to roadsters, however roadsters must meet the 78-inch width rule. No portion of car to extend outside tires. NOTE: 78” maximum includes tire sidewalls outside most point (Measured bulge to bulge)
9. Full floater stubs and axles allowed on passenger car type rear ends. Quick change type centre sections allowed. Open tube rear ends allowed.
10. No four-wheel drive, front wheel drive, rear-engine or “Oswego” type offset cars.
11. Cars must have complete body panels and be of professional appearance (Tech approved).
12. Hoods are required and must cover radiator, cap and engine compartment. Must be on car when it is on the racetrack, during practice and in competition. Cars may be pushed off without hood for fire up only, no hot laps without hood.
13. No bodywork may extend over any portion of the front or rear tires, measured vertically from the rear tires outside edge in a straight line forward. Bodies must not exceed more than 2” outside frame rails and floor must extend to it. Bodies must be sprint car or roadster type and be securely fastened. Bodies may extend a maximum of 36” forward of the front axle centerline.
14. Belly pans or floorboards must extend from frame rail to frame rail and from firewall to at least front of seat (or as approved by safety official).
15. Cars must have an under pan under the cockpit area and vertical panels to effectively seal the cockpit area from the engine compartment.
16. All cars must be equipped with front and rear bumper and side nerf bars at the start of the race. Front bumper must be tubular, min .060 maximum 1.25 wall thickness 1 inch tube with 2 mounting points. (No flat bar or bladed bar). Bumper must extend a minimum of 6” ahead of the front tires and 6” behind the rear tires. Bumpers must not be more than 4” wider than the frame. Torque arms must have safety cable on front pick up point.
17. All cars must be equipped with side nerf bars which cannot extend beyond the outside edge of the tires. Nerf bars must also extend to the fullest length possible between the front and rear tires. Nerf bars must be constructed of a minimum .060 steel tubing and a maximum of .125 steel tubing. No ballast allowed in nerf bars. Any filler panels within the nerf bar must be a maximum .032 aluminium and securely bolted to the nerf bar.
18. No titanium parts anywhere.
19. No carbon fiber parts anywhere on car except for, Carbon fiber seats, head and neck restraints and helmets are allowed.
20. Minimum weight: 1625 pounds (including driver) Gas powered engine car. 1650 pounds (including driver) methanol powered engine car. Cars may be weighed at any time during race event. Any cars can be weighed after Main Event (No Fuel added).
21. Engine height minimum-7” center of crankshaft to bottom of frame rails, measured at motor plate.
22. Engine to be mounted upright in chassis and be located within the frame rails.
23. All weight ballast to be painted white and indicate car number. Each weight or ballast must be securely bolted with a minimum of two ½ bolts between the frame rails (Tech approved)
24. Driveshaft and torque arm: All revolving parts inside the cockpit must be shielded by a suitable guard (fully enclosed – Tech approved). Buckley joint must be shielded in such a manner to protect the driver from errant parts and fluids.
25. Torque tube must be bolted directly to rear end Maximum 1 U Joint in drive shaft.
26. No car to have pitman arm or drag link inside of roll cage.
27. No coolers can be attached to roll cage.
Suspension
1. No driver adjustable or external adjustable shocks or gas shocks, weight jackers, traction control systems allowed.
2. No independent suspension allowed front or rear. No sway bars allowed front or rear. Torsion bars / coil overs/ spring perches Allowed.
Brakes
1. All cars must be equipped with a hydraulic foot operated braking system capable of stopping the race car in a safe manner.
2. If at any time during competition it becomes evident that a car is without brakes, the necessary repairs must be completed before the car can continue.
3. Master cylinders not fixed to the frame must have flexible lines. Copper tubing is not allowed anywhere in the braking system.
Fuel and fuel system
1. Pump gasoline only octane boosters allowed for Rochester Carb engine , M100 methanol only for XP-4412 Carb engine.
2. Fuel cells must be securely mounted behind driver and well protected.
3. Bottom of fuel cell must be above frame rail.
4. Fuel cells must be an approved racing type. (Sprint Car type Fuel Cell Highly recommended).
5. Sprint car fuel cell must be centered in rear of chassis.
6. Plastic fuel tank may be used and must be enclosed in 20 gauge steel minimum with the filler ring grounded to the can or chassis, and must be covered by a Sprint Car type shell. Drainage holes in can mandatory.
7. Gas caps must be approved racing type.
8. No plastic fuel lines; must be reinforced high pressure racing fuel hose. NO BRASS FITTINGS Steel and Aluminum only. JIC to JIC or AN to AN fittings only.
9. Fuel tank must be vented in a manner with an approved anti spill roll over valve that it will not leak if upset.
10. Main fuel line must have ¼ turn shutoff valve between the tank and fuel filter.
11. Fuel shutoff must be clearly marked as to ON and OFF positions. It is mandatory that the valve be visibly accessible from outside the car.
12. No plastic or glass fuel filters.
13. No spring type clamps on fuel lines.
14. All electric fuel pumps must use oil pressure activated switch.
15. Recommended: Fuel cans labeled and colored RED / water cans labeled and colored BLUE.
Electronics
1. No transmitting devices allowed in car on race day including practice, WILROC approved raceceivers/transponders are mandatory.
2. No electronic monitoring computer devices capable of storing or transmitting information allowed (except tachometer).
3. Go pro and other sports related cameras will be permitted at the discretion of WILROC officials.
Steering
1. Steering mechanism must be engineered and assembled in accordance with sound engineering principles.
2. All highly stressed steering components must be made from SAE 4130 steel or an alloy, specific by the manufacturer, of the component as equivalent in necessary strength for its intended use.
3. Rack and pinion steering permitted.
4. Steering wheel to be a metal “quick release” design.
Throttle
1. Throttle toe straps and a return spring are mandatory. In addition, a minimum of 2 return springs must be connected to different locations on the butterfly shaft. (3 springs in total)
2. The throttle pedal must have a wide open stop.
Tires
1. Hoosier 2045 (right rear); Hoosier 2030 (right front); Hoosier M30 (left rear); and Hoosier 2010 (left front).
2. Each car competing for the first time in the season is allowed 4 new tires. Each race night following, cars will be allowed 1 new tire per night. Right Rear must be run for two consecutive nights. Note - after Heat Race(s) are completed the Race Night is considered complete for Right Rear Tire.
3. The tires used in qualifying must be used in all races for the balance of the night. Alternate RR may be used for trophy dash only. All but the exception of the left front tire will be branded after qualifying at every WILROC sanctioned event.
4. If a tire RF LF LR becomes punctured or cut a WILROC official must be notified to come and inspect the tire before it is removed from the car, and if deemed to be unsafe by WILROC Tech. A used tire that has been previously branded may be used in its place only after a WILROC Tech or Official has approved the tire. 5. If a previously marked tire is placed on a car the driver will hold his qualifying position and receive all points (passing and finishing position)
6. If a previously marked tire is placed on a car to replace a damaged tire a new tire is allowed to be put on a car for the next race event (see rule 12. Definition of a damaged tire).
7. If a New Right Rear Tire is cut or damaged anytime (can only be replaced by an already (2) branded Right Rear Tire) not a New Tire. You may replace this Tire at the next event with a New Tire. If a New Right Rear Tire is cut or damaged in the Main Event (can only be replaced by an already (2) branded Right Rear Tire (not a New Tire)). This Tire can be replaced with a new Tire at the next event. All Cut or Damaged Tires must be approved for replacement by a WILROC Official.
8. If you choose to use a new tire you will be required to start at the back of the pack and no passing points will be given, an additional 10 point deduction will also be given after the main event.
9. If a team is caught attempting to circumvent these tire rules all monies, Points and awards earned on that race night to be forfeited.
10. All tire issues at the track should be brought up with WILROC officials. Not other teams. 11. NO Tire Softner allowed.
Wheels
1. Steel, aluminum (alloy) allowed. Bead locks permitted.
2. Wheel weights must be stick on only and be securely attached.
3. Any car using a lug nut type right front hub must use all six lug nuts. A 360 degree pressure plate of either 1/8” steel or 3/16”, aluminum or harden washers between the lug nuts and the wheel face is recommended.
Engines
Unless specifically identified in these rules all parts must be automotive OEM Stock or OEM replacement for engine being run. Marine parts are not acceptable replacements for automotive OEM stock.

3. Engine may have stock OEM or aftermarket replacement crankshaft, minimum weight 50 lbs. Stock stroke must be maintained. No strokers or light weight cranks allowed. Stock OEM or aftermarket replacement rods are allowed as long as OEM rod length is maintained. No light weight after market rods allowed. Balancing of rotating assemblies allowed. No removal of serial numbers or manufactures emblems.
4. Cylinder heads must be bone stock cast iron O.E.M. production heads. Intake ports, exhaust ports, and combustion chambers must be factory as cast. There must be NO chisel, grinding, sandblasting or shot peening marks in the cylinder heads anywhere. This means NO de-burring, porting, polishing, chemical treatment (acid etc.), cast slag removal, matching of ports or anything else that alters the head from factory rough stock. NO external sanding, grinding or removal of I.D.numbers or symbols. Machining for screw in studs and guide plates are allowed. Opening of push rod slots in cylinder heads is allowed. Steam relief holes may be drilled to a larger size.
ANY and ALL cylinder heads may NOT have a combustion chamber volume of less than 58 cc. NO TOLERANCE.
Maximum Compression Ratio on all engines to be 11.0 to 1 NO TOLERANCE
(NO REVERSE DOME PISTONS ALLOWED, NO ANGLE MILLING ALLOWED. NO VORTEC G.M. HEADS ALLOWED)
5. World Product heads may be used Serial #043600 or 043610 Chev or #053030 Ford.
6. RHS heads may be used Serial #12400 and #12402
7. Dart heads may be used (Chevy) Serial # 10024361 and #10024360 (Ford) Serial #13300010 and #13300080
8. No aftermarket heads available for Chrysler.
9. Multi angle valve job permitted. New valve seats are allowed. No grinding or blending of bowl into bottom cut of valve job.
10. No titanium or hollow stem valves.

13. Any flat tappet hydraulic cam and fully functional hydraulic lifter allowed. Lifter diameter must match OEM diameter for engine being run. Anti-pump up lifters allowed. No solid cam and solid lifters allowed. No roller cams, lifters, allowed. Rocker must be stock ratio for engine being run. A maximum tolerance of .090 will be acceptable as measured by WILROC. Roller rockers or rockers with slots lengthened will be allowed. Stud mounted rockers only. Absolutely no tolerance consideration will be given beyond the dimensional ratios on WILROC's checking devices. Have them checked if in doubt prior to sanctioned events.

14. No belt or gear drives allowed.
15. Oil pans may be modified. Wet sump only.
16. Rochester Two Barrel Carburetor for gas engine. A maximum 1 11/16 throttle bore and 1 3/8 venturi. A go no go gauge will be used during tech. A Spacer/Adapter plate is allowed. Maximum distance from top of intake to bottom of carburetor cannot exceed 1 inch at time of technical inspection. Quick Fuel XP-4412 Carburetor for Methanol engine. (No modifications to interior or exterior billet, only modifications allowed are to the adaptor plate mounting holes to fit properly). The Spacer/Adaptor plate to be used with the XP-4412 Carburetor is Trans Dapt 2039, no other type of spacer/adaptor plate will be allowed. Maximum distance from top of intake to bottom of Carburetor cannot exceed 1 inch including gaskets at time of Technical Inspection.
17. 2-barrel stock OEM cast iron intake manifold. No internal modifications allowed including machining, porting, polishing, grinding or acid etching.
18. No 180 degree headers, no merge collectors, or Tri Y headers allowed. Mufflers required to meet 95 DBA at 100 feet. Must meet local track requirements as directed. Being over the sound limit may result in a penalty, fine or disqualification.
19. HEI Distributors or Magneto allowed. No MSD Mag or crank triggers or traction controlled devises allowed.
20. Bow Tie (G.M.), S.V.O. (Ford), Mopar (Chrysler) etc. performance racing parts are not allowed.
Running Rules
Track Rules supersede WILROC Rules
Sportsmanship
Sprint car racing is a very emotional sport. As such, good sportsmanship is the key element of any competitive racing program. This must include respect for all participants-drivers, owners, pit crews, and officials. For our part we will make every effort to be consistent with our rules regardless of whom or what is involved. We will treat all participants with respect and expect similar treatment in return. A racer’s pit area is his castle-therefore please stay out of other racer’s pit areas, especially after an incident when you have been involved with that racer. Drivers remember that you are responsible for the actions of your crew. Any offending parties will be fined appropriately and disciplinary actions will be initiated as deemed necessary.
1. All drivers must have a current rule book in their possession at every race event.
2. All drivers must attend the speedway and WILROC drivers meeting. Subject to fine and points loss if meeting is unattended by you or designated person.
3. WILROC has a zero tolerance policy towards rough driving, e.g. hitting, bumping, sliding into other cars.
4. The #1 will be reserved for the car of the previous year’s point’s champion.
5. A rookie is a driver who has not driven a WILROC race car previously. Rookie drivers will be examined by WILROC officials and must receive their approval prior to being able to compete.
6. WILROC rookies must start at the rear of all points paying races for a minimum of three race events. WILROC officials will determine after this probation period if a driver is ready to start in their qualified position. Drivers with extensive experience in other series may apply to WILROC for exemption from this probation rule.
7. No passing during the hot laps before a race, give a safe distance between cars. (Subject to fine)
8. No scrubbing tires after one lap to green has been shown. (Subject to fine)
9. Races cannot end on a yellow. We must have two green laps to end the race. We do not race to the yellow. When the yellow is displayed, slow down in a safe manner and line up single file (no passing).
10. If you require a push truck, you will be required to go to the back of the pack (whether you caused the yellow or not).
11. The restart line-up shall be in accord with the car positions as of the completion of the last completed green lap. Cars requiring a push truck shall start at the back of field.
12. On a red flag, all cars stop in a safe manner, then line up in an area designated by the race director. Then two crew members may attend to his car (this must include quad), no air tanks, and no tools other than a flashlight. No adjustments can be made to a car under a red flag.
13. All drivers must stay with car when under yellow or red flags unless otherwise told by officials (subject to fine)
14. Cars requiring any repairs must report to pit area.
15. Car(s) not taking the first green flag may enter the event at a later time during a yellow or red flag period. Cars entering the event in this manner will be ranked in finishing order on the basis of the number of laps completed
16. Visiting cars wishing to race (cars that belong to a different sprint car assoc. From off the island) will be at the discretion of the WILROC officials if they will be able to participate in the event. Cars not WILROC legal must inform WILROC officials prior to entering the track. Cars must meet WILROC safety standards.
17. Any car requiring a push truck more than once after initial start will be parked for the race and receive finishing points. If it is a safety concern stop at flag stand. (This will not be considered a push off).
Penalties
1. Technical violations will result in all monies, Points and awards earned on that race night to be forfeited.
2. Verbal abuse to any WILROC official $100.00.
3. Assault to any WILROC official or Track Owner/Promoter automatic suspension.
4. Fighting results in a 1-year suspension.
5. Rowdiness in pit area $100.00
6. Speeding in pits (after warning) cars and quads first offence $50.00 second offence $100.00.
7. At any time during a race no crew or driver will be allowed to approach lap recorders. Fine $50.00
8. All fines will be withheld from owner’s payout. Should the fines exceed the payout, they must be paid in full before offender will be permitted to participate in a WILROC event
9. If a car is found illegal, the car may lose all points for the year and will forfeit all monies earned on the night of the infraction. Severity of the penalties will be determined by the WILROC officials.
10. Any competitor that refuses tech will be fined $1000 and that car will be banned for three races. The car will not be allowed to compete with WILROC until it has successfully passed tech and deemed legal and all fines paid in full.
11. Any violation of the running rules are subject to fines after warning, first offence $50.00 second offence $100.00.
Protests
1. All protests must be submitted in writing to a WILROC Official within 60 minutes after the end of the last car teched is completed and will only be accepted from a registered owner. Any engine protest must accompany $300.00 cash. If engine protest is found legal the monies will be given to owner of protested car.
2. All other protests must be accompanied by $100.00 cash.
3. If a protest is successful the protester will be refunded his money.
4. It is the responsibility of each race team to have in their possession a current set of WILROC rules. If a dispute or protest of the rules is submitted and if that team does not have a current set of rules in hand at the time of protest that protest will be disallowed.
Appeal procedure
1. A participant desiring an appeal hearing of action taken by WILROC must submit a written request to the Secretary of WILROC for an appeal hearing accompanied by written reasons why an appeal should be heard, no later than five days after the date of suspension or fine.
2. A non-refundable fee of $100.00 cash, must accompany the request for an appeal hearing.
3. An appeal panel made up of WILROC officials, executive and Tech. officials will be struck and a decision reached within 14 days of the appeal.
Qualifying
1. Qualifying must occur at your designated slot determined by a draw. Failure to do so will result in qualifying last for 1 timed lap only.
2. The driver who qualifies the car must drive for the balance of the event to be eligible for points with the following exception: if a driver is unavailable to time in the car, he can make arrangements to have a relief driver time in his car and race it until he arrives at the track. Upon his arrival, he must inform the WILROC race director. It is alsomandatory that the timing/announcers booth be notified prior to the event. (Points will go to owner with only one driver substitution per season.)
3. Each driver may qualify only one car. No driver shall be permitted to change cars after qualifying.
Exception #1 drivers may attempt to qualify a back-up car (one lap at the end of qualifying) if their primary car is damaged beyond repair during qualifying. If a qualifying attempt is not possible due to time constraints they may start their assigned heat race at the back.
Clarification: what constitutes a “car” Any component may be changed or repaired during an event except the driver’s compartment part of roll cage.
4. Car number may not be changed once the car is qualified.
5. Untimed cars must start at the rear of the field in heats and main events, and will not receive any position gained points.
7. Any car qualifying one second slower than the second fast qualifier will start at the back of the pack of main and heat in ascending order.
Inspection
1. Tech inspection will be done at a designated area. Car owner driver and WILROC officials are only allowed in the tech area. If required two crew members may be present.
2. Any car may be ordered to undergo inspection at the discretion of the WILROC officials. If the car is found to be illegal, it will result in loss of total points, monies and awards earned on the day of the infraction. Cars will move up in positions for the event. Further penalties may also be applied as deemed appropriate by the WILROC officials. WILROC reserves the right to take all points from the competitor for the year, depending on the severity of the infraction. In case of losing all points for the year cars will move up in final standings and retain points. Any cost incurred during inspection will be the responsibility of the car owner.
3. It is mandatory to have one cylinder head bolt, and one intake bolt drilled to accept an engine seal with a minimum of a 1/16 diameter hole in each. If an engine tear down is to be done the engine will be sealed at the track by a WILROC official. A time, date and place will be determined for the engine to be torn down. A minimum of two WILROC officials will be present for tear down. Car owner, and a maximum of 2 crew members may be present for the tear down.
4. Motors may be sealed by WILROC officials. A motor that has been sealed may not be protested against, and will not be subject to a tear down. If a sealed motor needs to have its seals removed for any reason it will be done only by the WILROC officials. If a sealed motor has had its seals removed without notifying WILROC officials, that competitor will lose all points for the season, and will be fined $1000.00. The car will not be allowed to run with WILROC until all fines are paid in full. Motors that have had seals removed must go back through WILROC officials in order to have a seal replaced.
Flag signals
All drivers shall be responsible for being aware of flags as represented by officials during the racing event. The starter shall use flag signals according to the following code
Green flag: indicates the start of an event. Any car taking the first green will be considered officially started and will be scored accordingly.
a. One Lap to Green the starter will hold up one finger to indicate the green flag will be displayed on the next lap. The green flag will always come out after the one lap signal. No scrubbing tires after one lap to green has been shown. If the start is not to the satisfaction of the Starter the yellow will be displayed immediately. If there are two false starts the starter or race director may send one or both of the front cars to the back.
Yellow flag: means caution. There will be NO racing to the yellow flag. Cars will maintain position and will not pass. The driver of the lead car will hold the pace the starter wants, and the rest of the field will line up according to the race directors direction. Passing under the yellow flag is permitted only after instructions have been received from the race director.
Red flag: means stop. Drivers will bring their cars to a safe, controlled stop as soon as possible. Cars will then be pushed to a staging area and prepared to continue the event.
Black flag with yellow diamond: mechanical problems pit immediately for repairs.
Black flag rolled up: is a warning
Black flag: means pull off the racecourse into the pits using due caution immediately. Car will not receive any points for the race in which it was blacked flagged.
Blue/Yellow flag: This is the passing flag for cars to be lapped. Cars being passed should hold their line. If, in the judgment of WILROC officials, a driver is not complying with this flag, that driver may be black flagged or otherwise penalized by WILROC.
White flag: The leader is commencing his last lap.
Checkered flag: Indicates the end of the event.
Points
1. Points will be awarded as per the published schedule. Any amendments will be preceded by a WILROC notification prior to the event.
2. 50 Appearance points will be awarded to all cars in the pits once the first set of hot laps has been completed. Qualifying points will be awarded once “all” qualifying has completed. Points for heat races will be awarded after “all” heat races have been completed. If the main event is cancelled due to weather or other unforeseen circumstances out of WILROC control, the race will be considered complete if over 50% of the a-main competitive laps have been run.
3. Any car that chooses to start at the back of a race will not receive positioned gained points until they get up to their original position.
4. All points will be awarded to the registered car owner.
5. Substitute drivers are allowed providing they are a member of WILROC. All points go to car owner.

11th and beyond drops by one point.
Passing point
2 points per position gained from the starting position of your heat race and of the main event.

Points Funds Rule
In the event that there is a year end points fund you must complete the following to be eligible.
- Must attend 60% of the scheduled races at each island race track.
- Must enter your car in one community event and must be accompanied by a picture for proof via email or text message to your Secretary/Treasurer. No social media posts will be accepted from Oct 1st - Sept 30th of the following year.
- Events that will keep you in contention consist of but not limited to the following : Car Shows, Parades, Sponsors Business's or anything to support or advertise the racing community.
REMINDER : If it's not identified in the rules, it may be classed as illegal. If in doubt,check with the WILROC TECH or Official.
